Aircraft was level at 11000 ft in terminal area. In response to 'RA' on TCASII system, aircraft was climbing through 11400 when got the clear of conflict. Aircraft went through 11600 when descent was initiated. ATC was advised of conflict. They reported no conflict existed. Aircraft was 1000 ft below our altitude.

Narrative: ACFT WAS LEVEL AT 11000 FT IN TERMINAL AREA. IN RESPONSE TO 'RA' ON TCASII SYS, ACFT WAS CLBING THROUGH 11400 WHEN GOT THE CLR OF CONFLICT. ACFT WENT THROUGH 11600 WHEN DSCNT WAS INITIATED. ATC WAS ADVISED OF CONFLICT. THEY RPTED NO CONFLICT EXISTED. ACFT WAS 1000 FT BELOW OUR ALT.
