Narrative:

While making a descent to cross armel at 8000 ft for a south river visual to dca we were out of 9500 when TCASII gave a TA approximately 4 mi opposite direction climbing approximately 700 ft below. ATC asked for a good rate to 8000. With throttles at idle and speed brakes deployed 250 KTS TCASII gave RA at same time controller issued an immediate right turn. TCASII issued a climb of approximately 1000-2000 FPM. I managed a climb to 9300 ft and right turn. I saw the other aircraft in a right turn same altitude approximately 1 mi and climbing. ATC said dulles was not talking to the other aircraft nor was he. ATC was extremely busy that day and the incident was not pursued on the radio for that reason.

Title: POTENTIAL LTSS OVER AML TCA INSIDE DCA 30 NM ARC.

Narrative: WHILE MAKING A DSCNT TO CROSS ARMEL AT 8000 FT FOR A S RIVER VISUAL TO DCA WE WERE OUT OF 9500 WHEN TCASII GAVE A TA APPROX 4 MI OPPOSITE DIRECTION CLBING APPROX 700 FT BELOW. ATC ASKED FOR A GOOD RATE TO 8000. WITH THROTTLES AT IDLE AND SPD BRAKES DEPLOYED 250 KTS TCASII GAVE RA AT SAME TIME CTLR ISSUED AN IMMEDIATE R TURN. TCASII ISSUED A CLB OF APPROX 1000-2000 FPM. I MANAGED A CLB TO 9300 FT AND R TURN. I SAW THE OTHER ACFT IN A R TURN SAME ALT APPROX 1 MI AND CLBING. ATC SAID DULLES WAS NOT TALKING TO THE OTHER ACFT NOR WAS HE. ATC WAS EXTREMELY BUSY THAT DAY AND THE INCIDENT WAS NOT PURSUED ON THE RADIO FOR THAT REASON.
