Narrative:

I was the captain of flight departing cleveland, oh, on 1/92. The WX conditions were bad; snowing, night and taxiways were snow covered. Ramps 6-8 inches of new snow. After push back the aircraft was deiced and subsequently taxied toward takeoff. Due to incorrect commercial chart depiction on cle 10-9, we taxied off the ramp and had to be pulled out. The commercial chart was current (11-15-91), but the depicted ramp area as noted on attachment #2 was incorrect. The 'white' area between company gate 4 and the hangar area to the east is actually paved, but not shown so. Existing WX conditions had covered some taxiway lights and taxiway signs. This coupled with night and snow falling with visibility down to 1/8 at one point made this a difficult situation to resolve.

Title: ACR MLG TAXIWAY EXCURSION TAXIING OUT AT CLE ON SNOW STORM.

AFTER PUSH BACK THE ACFT WAS DEICED AND SUBSEQUENTLY TAXIED TOWARD TKOF. DUE TO INCORRECT COMMERCIAL CHART DEPICTION ON CLE 10-9, WE TAXIED OFF THE RAMP AND HAD TO BE PULLED OUT. THE COMMERCIAL CHART WAS CURRENT (11-15-91), BUT THE DEPICTED RAMP AREA AS NOTED ON ATTACHMENT #2 WAS INCORRECT. THE 'WHITE' AREA BTWN COMPANY GATE 4 AND THE HANGAR AREA TO THE E IS ACTUALLY PAVED, BUT NOT SHOWN SO. EXISTING WX CONDITIONS HAD COVERED SOME TAXIWAY LIGHTS AND TAXIWAY SIGNS. THIS COUPLED WITH NIGHT AND SNOW FALLING WITH VISIBILITY DOWN TO 1/8 AT ONE POINT MADE THIS A DIFFICULT SITUATION TO RESOLVE.
