Narrative:

On downwind to 16R at salt lake the field was visible and WX was clear with a fogbank to the west and northeast. I was expecting a visual approach but was cleared for an ILS approach. Near the final approach fix apparently the fog had moved over the field as the tower called the RVR at 1600 ft. We were inside the marker established on the GS and localizer course by the time we were able to analyze the stated RVR and required RVR and though we needed 1800 RVR to fly the approach we continued on as we were then established on the 'final approach segment.' we flew a normal approach and landing with the approach lights highly visible at 300 AGL (100 ft above mins). In retrospect, after taxiing in, we realized the 1600 ft RVR was probably given to us just prior to the FAF and to be legal we should have not flown the approach. To prevent the problem, one should have established in his mind the approach parameters so there would not have to have been a time factor involved in making a decision while right at the final approach fix. I let up when I thought the approach and landing was going to be visual. In summary, if the low RVR was received after the FAF we were legal, if before the FAF we were not legal. By the time we analyzed the data we were inside the FAF and flew the approach assuming we were legal, but after landing with more time to analyze the situation, we felt we were not legal as the transmission from the tower was probably given before reaching the FAF.

WE WERE INSIDE THE MARKER ESTABLISHED ON THE GS AND LOC COURSE BY THE TIME WE WERE ABLE TO ANALYZE THE STATED RVR AND REQUIRED RVR AND THOUGH WE NEEDED 1800 RVR TO FLY THE APCH WE CONTINUED ON AS WE WERE THEN ESTABLISHED ON THE 'FINAL APCH SEGMENT.' WE FLEW A NORMAL APCH AND LNDG WITH THE APCH LIGHTS HIGHLY VISIBLE AT 300 AGL (100 FT ABOVE MINS). BY THE TIME WE ANALYZED THE DATA WE WERE INSIDE THE FAF AND FLEW THE APCH ASSUMING WE WERE LEGAL, BUT AFTER LNDG WITH MORE TIME TO ANALYZE THE SITUATION, WE FELT WE WERE NOT LEGAL AS THE XMISSION FROM THE TWR WAS PROBABLY GIVEN BEFORE REACHING THE FAF.
