Narrative:

We called unicom for airport advisory and made a position report. We received no reply. We had the current WX as center had given it to us. We made a second report at 12 mi and at 6 mi out. There were no other traffic reports at ofk. The last position report I made was a 2 mi final for runway 1. At this point I checked to make sure before landing checklist had been completed. It had. I checked crossing runway and our runway and called them clear. I continued to call airspds and check rest of instruments. When I called 90 KTS, I looked up and caught something moving off my right side. I looked again and saw a yellow aircraft on takeoff roll on the crossing runway 31. I took the propeller and power levers up to maximum takeoff, called for the aircraft and asked for approach flaps. Once positive rate of climb brought up the gear, we went over the other aircraft at about 10 ft. We later learned that the other aircraft had no radio. He never saw us till he heard us fly over the top of him.

Title: COMMUTER CANCELED IFR AND CALLED UNICOM FOR LNDG AT UNCTLED ARPT, MADE APPROPRIATE CALLS INBOUND, STRAIGHT IN, NO TFC RESPONSE ON RADIO. AT FLARE POINT SAW SMA TAKING OFF ON INTERSECTING RWY. MADE GAR FLYING OVER THE SMA MISSING BY 10 FT.

I CHKED XING RWY AND OUR RWY AND CALLED THEM CLR. I CONTINUED TO CALL AIRSPDS AND CHK REST OF INSTS. WHEN I CALLED 90 KTS, I LOOKED UP AND CAUGHT SOMETHING MOVING OFF MY R SIDE. I LOOKED AGAIN AND SAW A YELLOW ACFT ON TKOF ROLL ON THE XING RWY 31. I TOOK THE PROP AND PWR LEVERS UP TO MAX TKOF, CALLED FOR THE ACFT AND ASKED FOR APCH FLAPS. ONCE POSITIVE RATE OF CLB BROUGHT UP THE GEAR, WE WENT OVER THE OTHER ACFT AT ABOUT 10 FT. WE LATER LEARNED THAT THE OTHER ACFT HAD NO RADIO. HE NEVER SAW US TILL HE HEARD US FLY OVER THE TOP OF HIM.
