Narrative:

Air carrier X vectored for arrival into ord. Reported TCASII alert (400 ft) with IFR aircraft Y 1000 ft above. Then pilot tried to monopolize frequency time. When out of 16000 descending to 11000, pilot left ATC frequency to call company operations jeopardizing the safety of his flight and other aircraft inbound to ord (plus departures). When he returned he again tried to monopolize frequency time requesting a ZAU telephone number. Pilot's unprofessional attitude combined with noncompliance of ATC procedures, during this critical phase of flight, jeopardized the safety of not only his personnel but also the countless others arriving and departing the extremely busy chicago metropolitan area.

WHEN HE RETURNED HE AGAIN TRIED TO MONOPOLIZE FREQ TIME REQUESTING A ZAU TELEPHONE NUMBER. PLT'S UNPROFESSIONAL ATTITUDE COMBINED WITH NONCOMPLIANCE OF ATC PROCS, DURING THIS CRITICAL PHASE OF FLT, JEOPARDIZED THE SAFETY OF NOT ONLY HIS PERSONNEL BUT ALSO THE COUNTLESS OTHERS ARRIVING AND DEPARTING THE EXTREMELY BUSY CHICAGO METROPOLITAN AREA.
