Narrative:

After takeoff from runway 12R at houston hobby we were assigned a heading of 170 degrees and climb to 4000 ft. At about 1500 ft received TCASII warning of traffic and then a warning from hou departure 'traffic less than 1 mi 11 O'clock.' we sighted traffic at about 10-11 O'clock moving left to right appeared to be level. I kept my eye on the traffic, captain made an evasive turn to the left and increased rate of climb to avoid traffic. Traffic was at 2100 ft or so, flying near the base of the clouds (reported 2500 scattered). Traffic passed just below us and a little right of our aircraft, an small aircraft. We continued to climb and leveled off at 4000 ft our assigned altitude.
