Narrative:

Departed bna VFR to pick cargo at hdi. Bound for RI3. Mechanic removed seats, departed without cargo net. Deemed small amount of cargo could be strapped to floor with 2 tie-down straps. Loaded cargo in bay compartment and on floor of cabin aft of front seat. Put a strap over front and rear of boxes. Felt cargo was secured for trip and was legal. 337 form for seat removal was aboard as well as all required documents and paperwork. Upon arrival at destination, was ramp checked by FAA inspected. Possible violation for not having a cargo net installed, and for not filing a flight plan. Used flight following for a while but headwinds precluded staying at an altitude at which we could maintain communications. Proceeded VFR. VMC all the way from hdi to 4i3 to bna. WX was checked on duats and winds aloft also. Operations manuals requires a flight plan either VFR or IFR. This I did not comply with.

Narrative: DEPARTED BNA VFR TO PICK CARGO AT HDI. BOUND FOR RI3. MECH REMOVED SEATS, DEPARTED WITHOUT CARGO NET. DEEMED SMALL AMOUNT OF CARGO COULD BE STRAPPED TO FLOOR WITH 2 TIE-DOWN STRAPS. LOADED CARGO IN BAY COMPARTMENT AND ON FLOOR OF CABIN AFT OF FRONT SEAT. PUT A STRAP OVER FRONT AND REAR OF BOXES. FELT CARGO WAS SECURED FOR TRIP AND WAS LEGAL. 337 FORM FOR SEAT REMOVAL WAS ABOARD AS WELL AS ALL REQUIRED DOCUMENTS AND PAPERWORK. UPON ARR AT DEST, WAS RAMP CHKED BY FAA INSPECTED. POSSIBLE VIOLATION FOR NOT HAVING A CARGO NET INSTALLED, AND FOR NOT FILING A FLT PLAN. USED FLT FOLLOWING FOR A WHILE BUT HEADWINDS PRECLUDED STAYING AT AN ALT AT WHICH WE COULD MAINTAIN COMS. PROCEEDED VFR. VMC ALL THE WAY FROM HDI TO 4I3 TO BNA. WX WAS CHKED ON DUATS AND WINDS ALOFT ALSO. OPS MANUALS REQUIRES A FLT PLAN EITHER VFR OR IFR. THIS I DID NOT COMPLY WITH.
