Narrative:

After takeoff from detroit, mi, airport runway 21L, flaps were retracted on schedule. After flap handle was moved to the full up position, the 'leading edge flap' light stayed in the amber mode. Pilots' operating manual procedures were followed. Flaps were determined to be: outboard flaps stuck in position at approximately 2 degree. Inboard flaps functioning normally. Procedures were followed and a landing was made back at detroit.

Narrative: AFTER TKOF FROM DETROIT, MI, ARPT RWY 21L, FLAPS WERE RETRACTED ON SCHEDULE. AFTER FLAP HANDLE WAS MOVED TO THE FULL UP POS, THE 'LEADING EDGE FLAP' LIGHT STAYED IN THE AMBER MODE. PLTS' OPERATING MANUAL PROCS WERE FOLLOWED. FLAPS WERE DETERMINED TO BE: OUTBOARD FLAPS STUCK IN POS AT APPROX 2 DEG. INBOARD FLAPS FUNCTIONING NORMALLY. PROCS WERE FOLLOWED AND A LNDG WAS MADE BACK AT DETROIT.
