Narrative:

After takeoff and during cleanup outboard flaps jammed at approximately 2 degrees. Complied with procedures outlined in section 4 of the 727 operations manual. Had to dump 12000 pounds of fuel to reduce gross weight to below maximum landing weight. Returned to ord without any further problems.
