Narrative:
Traffic slowed for lga. Needed 15 mi and 250 KTS. Had to insure 15 mi. Large transport X descend to cross somto at 12000. Had traffic at 11000. Needed to increase descent and asked large transport X to increase descent and then slow to 250 KTS. However, I gave 11000 as altitude in lieu of 12000. Saw large transport X leaving 11700 verified altitude as 12000. Large transport X responded -- no -- 11000.

Narrative: TFC SLOWED FOR LGA. NEEDED 15 MI AND 250 KTS. HAD TO INSURE 15 MI. LGT X DSND TO CROSS SOMTO AT 12000. HAD TFC AT 11000.
