Narrative:

I called dulles approach on the telephone to advise them I was planning to be in their area between the time of xc:30- xd:00. The facility manager stated he didn't anticipate any problem with me to be in the area at that time to do aerial photography. He said to call dulles approach on 124.65. At approximately xc:45, I called dulles approach on 124.65. I was about 13-15 mi north of brooke VOR at 2500 ft on the 05 degree radial of brooke. Dulles approach gave me another frequency to call. I called dulles and stated I was on an aerial photography mission. The controller stated due to traffic, she was too busy to handle my request. I stated that I had called at XA00 am, talked to the manager that I'd be in the area to do aerial photography. She came back saying 'do not enter the TCA, too busy to handle my request.' I checked my chart. I saw I was still under the 2500-10000 ft ring. I proceeded to the edge of the 1500 ft ring understanding that I was still below the TCA. 'Identify' the controller said, you have violated the TCA. Said I was making a 180 degree sbound turn. She then gave me a code to squawk and said to proceed to the site. I did not intend to violate the TCA. I would suggest the controller give the pilot a specific location to circle until she/he can give clearance to enter and proceed or give a specific time to the pilot to let him/her know how much time to wait. When the controller says 'traffic does not permit' does not have specific meaning to the pilot.

I WOULD SUGGEST THE CTLR GIVE THE PLT A SPECIFIC LOCATION TO CIRCLE UNTIL SHE/HE CAN GIVE CLRNC TO ENTER AND PROCEED OR GIVE A SPECIFIC TIME TO THE PLT TO LET HIM/HER KNOW HOW MUCH TIME TO WAIT. WHEN THE CTLR SAYS 'TFC DOES NOT PERMIT' DOES NOT HAVE SPECIFIC MEANING TO THE PLT.
