Narrative:

Flight departed syd -- destination osa -- without dispatch authorization to defer an engine hp bleed valve. Penalties which needed to be addressed icing restriction, weight penalty, en route burn increase. Dispatch, which learned of bleed valve, told syd agent not to allow flight to depart the gate. Agent to dispatch that captain advised dispatch was aware of problem and departed . Flight departed with original release.

Title: ACFT DEPARTED WITHOUT DISPATCH RELEASE FOR ENG HP BLEED VALVE INOP.

Narrative: FLT DEPARTED SYD -- DEST OSA -- WITHOUT DISPATCH AUTHORIZATION TO DEFER AN ENG HP BLEED VALVE. PENALTIES WHICH NEEDED TO BE ADDRESSED ICING RESTRICTION, WT PENALTY, ENRTE BURN INCREASE. DISPATCH, WHICH LEARNED OF BLEED VALVE, TOLD SYD AGENT NOT TO ALLOW FLT TO DEPART THE GATE. AGENT TO DISPATCH THAT CAPT ADVISED DISPATCH WAS AWARE OF PROBLEM AND DEPARTED . FLT DEPARTED WITH ORIGINAL RELEASE.
