Narrative:

The flight was a cargo trip from chicago to oshawa, ontario, canada, with a customs stop at port huron, mi. The canadian 'FAA' ramp checked me at oshawa. They said I did not have a 'canadian operating certificate'. This certificate should start with the letter 'F'. Is this certificate necessary when flying just freight? The company does have a non scheduled international license from the national transportation agency of canada. Could you please help me clarify this problem? The easiest way to fix this problem in the future is to require a photocopy of all necessary documentation to be included in the company manual.
