Narrative:

Flight phx-abq on climb out (normally a payso 6 departure) after turning north on srp 030 degree radial a handoff to abq control was given. Abq gave us J18 to sjn crest of route unchanged). Passing FL200 with 2800 ft climb on ivsi, center told us to level to FL200 (even though we were cleared to higher altitude FL280). I pushed over aircraft and leveled at FL203 and told center. We then got TCASII aural warning, 'traffic, traffic', followed by 'climb crossing climb'. Center told us to climb to FL210 since we were past FL200. He said we had traffic 1 NM descending rapidly. He later advised us that we were clear and TCASII also advised us 'clear of conflict'. Center told us that the air force had allowed an MTR to fly into the northern MOA prior to advising abq center. The MTR may have taken other action to avoid us based on visual sighting and controller advisories. We never saw the MTR and the entire action lasted approximately 30 seconds or pushover/TCASII advisories/ATC advisories/visual lookouts/climb. Center gave us a telephone number to call and advised the captain the MTR/air force controller had made a mistake and we were exactly where we were cleared to and should have been.

WE THEN GOT TCASII AURAL WARNING, 'TFC, TFC', FOLLOWED BY 'CLB XING CLB'. CENTER TOLD US TO CLB TO FL210 SINCE WE WERE PAST FL200. HE SAID WE HAD TFC 1 NM DSNDING RAPIDLY.
