As a radar controller took a hand off on small transport X at 15000 I approved pointout on medium large transport Y climbing off rdu southbound to 16000 out of 6000'. Medium large transport Y climbs at a rate much faster than expected and turned onto a radial not expected in the flight plan. Procedure for the new radial to be used was not to take effect until 3/thu/88.

Narrative: AS A RADAR CTLR TOOK A HAND OFF ON SMT X AT 15000 I APPROVED POINTOUT ON MLG Y CLIMBING OFF RDU SBND TO 16000 OUT OF 6000'. MLG Y CLIMBS AT A RATE MUCH FASTER THAN EXPECTED AND TURNED ONTO A RADIAL NOT EXPECTED IN THE FLT PLAN. PROCEDURE FOR THE NEW RADIAL TO BE USED WAS NOT TO TAKE EFFECT UNTIL 3/THU/88.
