On senca 9 arrival into atl cleared to 8000 ft. Airspeed was 250 KTS. Approach controller called out traffic 12 O'clock, 3 NM, 8500 ft. TCASII alert 'monitor vertical speed'. Visual on light aircraft while descending through 8300'. Passed within 1 NM and 200 ft of aircraft. TCASII worked as advertised.
