Narrative:

During a shallow climb to 3800 ft 2 mi east of cipre intersection, I took action to avoid an small aircraft fixed gear airplane at our altitude crossing right to left. Small aircraft was also taking evasive action. Both aircraft were operating below the TCA floor of 4000 ft in that area. I was PF of an light transport operating VFR below TCA floor at 200 KTS climbing to 3900 ft on a heading of 170 degree magnetic. Small aircraft aircraft was at the same altitude on an approximately heading of 050 degree magnetic. The small aircraft aircraft was partially obscured by the nose and the winshield posts until it appeared in the captain's front windscreen. Evasive action was limited to a 30 degree right bank with no altitude change.

Title: LTT AND SMA IN A POTENTIAL CONFLICT LTSS UNDER THE BASE OF TCA.

Narrative: DURING A SHALLOW CLB TO 3800 FT 2 MI E OF CIPRE INTXN, I TOOK ACTION TO AVOID AN SMA FIXED GEAR AIRPLANE AT OUR ALT XING R TO L. SMA WAS ALSO TAKING EVASIVE ACTION. BOTH ACFT WERE OPERATING BELOW THE TCA FLOOR OF 4000 FT IN THAT AREA. I WAS PF OF AN LTT OPERATING VFR BELOW TCA FLOOR AT 200 KTS CLBING TO 3900 FT ON A HDG OF 170 DEG MAGNETIC. SMA ACFT WAS AT THE SAME ALT ON AN APPROX HDG OF 050 DEG MAGNETIC. THE SMA ACFT WAS PARTIALLY OBSCURED BY THE NOSE AND THE WINSHIELD POSTS UNTIL IT APPEARED IN THE CAPT'S FRONT WINDSCREEN. EVASIVE ACTION WAS LIMITED TO A 30 DEG R BANK WITH NO ALT CHANGE.
