Narrative:

Traffic was heavy. Cpr X climbing to FL280 req FL390 wbound. Mlt Y was nebound at FL290. My attention was directed to the other side of the sector from these 2. I came back and climbed cpr X to FL350 and went back to other side of sector. I then came back after issuing a clearance and stopped cpr X at FL280. Cpr X was out of 27.8. Cpr X asked for me to say call sign again; I did and restated the altitude and asked what was altitude leaving. Pilot said out of FL28.2 descending to FL280. Conflict alert was activated. I feel enough time was given for cpr X to stop his climb if I had not of had to repeat the call sign and clearance.
