Narrative:

Air carrier X was given clearance to cross 40 NM west of vuz VOR at 11000 ft, reclred shortly thereafter to cross 40 NM at 13000 ft. While descending through 17000 ft at 3500 FPM columbus approach issued clearance to maintain 17000 ft. Air carrier X descended through 16400 ft before climb could be initiated. At same time had TCASII TA advisory at 10 mi, 100 ft above our altitude. TA changed to flight attendant at 5 mi and issued climb command at 1200-1500 FPM. Cpr Y aircraft sighted at 1 O'clock position and about 1/2 mi. Immediate left turn initiated. TCASII indicated advisory aircraft at 100 ft below ours. No TA was issued by columbus approach. Other aircraft was light transport descending on IFR flight plan. Was later advised controller training was in progress at columbus approach.

AT SAME TIME HAD TCASII TA ADVISORY AT 10 MI, 100 FT ABOVE OUR ALT. TA CHANGED TO FA AT 5 MI AND ISSUED CLB COMMAND AT 1200-1500 FPM. CPR Y ACFT SIGHTED AT 1 O'CLOCK POS AND ABOUT 1/2 MI. IMMEDIATE L TURN INITIATED. TCASII INDICATED ADVISORY ACFT AT 100 FT BELOW OURS. NO TA WAS ISSUED BY COLUMBUS APCH. OTHER ACFT WAS LTT DSNDING ON IFR FLT PLAN. WAS LATER ADVISED CTLR TRAINING WAS IN PROGRESS AT COLUMBUS APCH.
