Narrative:

On the night of august myself and a copilot dropped 2 passengers at cuyahoga county, cleveland, oh. After making a phone call, while taxiing out city operations radioed us relaying 'takeoff at your discretion the runway will be closed later for painting.' after takeoff operations then went to the hangar for my name. The next day operations called the FAA who called my director of operations, who relayed the information to me. The runway had been notamed closed. The situation occurred because during my flight brief I did not receive the NOTAM. This fact has been varified by review of the tapes at FSS. City operations did not relay that the runway was notamed closed. The whole situation could have been avoided if city operations would have communicated with us and the rest of the pilot community instead of trying to hang us and our careers via the FAA.
