Narrative:

Cvg ATIS giving 3 mi visibility, runway 18, turned over to approach control and advised we were going to 36R for 'north operation' no other explanation, even though we passed over traffic for 18. No other traffic in front or behind us. Turning final we were advised 'visibility was 1/4 mi, state intentions.' attempting turn, on change of PF, turning on autoplt, and autoplt failure to capture GS we mistook 36L CAT ii procedures for 36R (facing chart page) and continued approach. 2 calls to tower finally got WX of (legal) 3/4 mi visibility. Runway was visible at all times. We saw it at 8 DME when tower called 1/4 mi visibility. We began approach when visibility below mins by mistaking 36L procedures for CAT ii for 36R and rushed change of PF and autoplt failure.
