Narrative:

Flight ord-mia. Captain called on radio at FL290 30 mins north of nashville, tn, to report he had struck tailskid on aircraft on departure from ord and needed new fuel burns computed on the basis of tailskid in down position. I figured the additional fuel burn and gave information to him over radio and then realized per airlines flight manual part 1 section 8 page 4 paragraph D that he needed to land as soon as possible at the nearest suitable airport. Captain stated he felt he was overweight for takeoff account of aircraft feeling sluggish and had problems flying it off of runway in ord. Flight landed at bna and captain had all bags and freight weighed. After weighing was completed it was determined that aircraft was 2100 pounds over ramp weight and was illegal to move aircraft. It was found that incorrect bag weights were given to load agent. Captain dumped 18000 pounds of fuel and did not land overweight at bna. Supplemental information from acn 185975. Normal heavy weight takeoff procedures were used but after initial rotation aircraft settled down on main gear and this caused the tail skid to impact runway. Aircraft remained on runway passed V2. Supplemental information from acn 185897. Aircraft was loaded to within 1500 pounds of its maximum weight for takeoff. All 3 departure runways at ord were of insufficient length to accommodate the aircraft. Ground control was notified and they assigned 14L for departure. 14L was legal for takeoff but had a 7 KT direct crosswind. Aircraft lifting off at V2 plus 10 and at a distance of about 1000 ft remaining.
