Narrative:

On a return flight from byron (4q5) to hayward (hwd) at 4500 ft about 5 mi south of altam (V244) an first officer ftr made a descending right turn passing through our altitude and passing from our 5 O'clock to our 11 O'clock position coming within 75 ft of us. The jet pilot had his head down doing a radio check. At his speed and that close to a high density airport he needs to keep his head up. This is a high density area for traffic between the bay area and the valley. We were trying to stay clear of the V244 traffic and the ILS and other traffic going into and out of livermore (lvk). X-mil aircraft, primarily high speed fighters and jets, need to be under some type of positive control (IFR). Many of these aircraft are flown by pilots who have very little proper training.

WE WERE TRYING TO STAY CLR OF THE V244 TFC AND THE ILS AND OTHER TFC GOING INTO AND OUT OF LIVERMORE (LVK). X-MIL ACFT, PRIMARILY HIGH SPD FIGHTERS AND JETS, NEED TO BE UNDER SOME TYPE OF POSITIVE CTL (IFR). MANY OF THESE ACFT ARE FLOWN BY PLTS WHO HAVE VERY LITTLE PROPER TRAINING.
