Flight released to airport with 2 out of 4 runways closed. Available approachs were NDB and visual. Aircraft had ADF MEL. Forecast included chance of WX below visual mins for that airport or NDB approachs. Crew contacted dispatcher near destination airport reporting unable to make any type of approach. Flight was diverted without further incident to a nearby facility (orf). Flight crew did not check NOTAMS or destination WX. Dispatcher was working twice the normal # of flts in marginal WX conditions.
