Narrative:

Air carrier X after departure turned right to 030 degree contacted departure control. Clearance after takeoff turn right 030 degree climb to 23000. Departure stopped climb at 6000 ft for small aircraft traffic 12 O'clock position 6500 ft. After clear of traffic cleared 020 degree heading climb 23000. TCAS RA warning of traffic above. Leveled off at 8500 to avoid conflict. Departure control was questioned by me as to traffic conflict and TCAS resolution. Response by departure controller was that 'small aircraft Y traffic above our flight was too close'(?) then instructed to contact center. TCAS worked and possible conflict of closer proximity was avoided.

RESPONSE BY DEP CTLR WAS THAT 'SMA Y TFC ABOVE OUR FLT WAS TOO CLOSE'(?) THEN INSTRUCTED TO CONTACT CENTER. TCAS WORKED AND POSSIBLE CONFLICT OF CLOSER PROX WAS AVOIDED.
