Narrative:

Small aircraft X on an approach to eyw first call to eyw tower was on a 1/8 mi final to runway 9. We were looking for this aircraft because we had a release of another aircraft subject visual separation of small aircraft X. I spotted the aircraft on a 1/2 mi final and told the coordinator who was talking to nrx to switch small aircraft X. Approach control claimed small aircraft X didn't take the switch earlier. The eyw atm/atrep checked on this incident and found out that the nrx controller indeed forgot to switch the aircraft.

Title: APCH CTLR FAILED TO INSTRUCT SMA X TO MAKE FREQ CHANGE TO TWR. APCH CTLR NON COMPLIANCE WITH LETTER OF AGREEMENT. OPDEV.

Narrative: SMA X ON AN APCH TO EYW FIRST CALL TO EYW TWR WAS ON A 1/8 MI FINAL TO RWY 9. WE WERE LOOKING FOR THIS ACFT BECAUSE WE HAD A RELEASE OF ANOTHER ACFT SUBJECT VISUAL SEPARATION OF SMA X. I SPOTTED THE ACFT ON A 1/2 MI FINAL AND TOLD THE COORDINATOR WHO WAS TALKING TO NRX TO SWITCH SMA X. APCH CTL CLAIMED SMA X DIDN'T TAKE THE SWITCH EARLIER. THE EYW ATM/ATREP CHKED ON THIS INCIDENT AND FOUND OUT THAT THE NRX CTLR INDEED FORGOT TO SWITCH THE ACFT.
