Narrative:

The problem was how severe WX with wind shear was handled by all personnel involved ATC and cockpit on this evening. We were air carrier X. We taxied from the gate at xx:47 pm. At this time the airport was undergoing a runway change from 23L to 5R due to wind shift. Our onboard WX radar indicated a line of moderate to severe trw to the northwest of the runway moving ese. During initial taxi, tower was calling a wind shear alert with departure end of 5R showing nne winds at 25-45 KTS. Mid was showing north winds. We heard this on tower frequency. No indication of wind shear was indicated on ATIS. During taxi out to the runway we noted 1 aircraft executing a missed approach due to wind. We were in sequence behind an air carrier Y medium large transport and a commuter light transport. The medium large transport and the light transport took off during a slight lull of my wind shear alerts. Tower then cleared us on the runway to hold with an air carrier Z on short final 4 NM's. Then he gave us a wind shear alert for mid field winds nne at 25-30 KTS approach end winds 260-270 degrees at 35 KTS and cleared us for takeoff. The captain either didn't hear these winds or ignored them (more than likely it was selective hearing loss). Also probably anxious to get going because of the short final. I asked tower again for the winds and it was at this time he sent the short final around and cancelled our takeoff clearance. These winds and the wind shear alerts remained for approximately the next 20 mins until the thunderstorm moved through. However, after we cleared the runway an air carrier U on approach performed a missed approach. The air carrier Y returned for an approach and from the ground it looked like he barely made it. Wind shear alerts were still in effect with tailwinds at the approach end of 25-35 KTS. It seemed like there was a group think mentality during this time period and I found it difficult to say something. I'm glad I did, but we all should have stopped as soon as these wind shear alerts were given.

Title: ACR MLG FO'S COMPLAINT ABOUT ATC HANDLING DURING LOW LEVEL WIND SHEAR.

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
