Narrative:

We had been cleared to land runway 12 mia. At about 2 mi final, mia tower cleared a commuter small transport Y either into position or cleared for takeoff runway 12. At 1 mi I noticed that commuter had just entered the runway and there would be a conflict and so advised mia tower. Tower advised me to go around - which we were already in the process of executing. Upon landing I learned that training was in progress and that somehow the controller wasn't watching as closely as he should have been. Controller blamed commuter for excessive delay in taking off. My perspective is that the tower should not have cleared the commuter to takeoff since he was not very close to the takeoff position anyway and the time would be too much. Supervisor responsible for trainee wasn't on top of situation.

Title: SMT CLRED FOR TKOF WHILE LGT ON 2 MI FINAL, SMT SLOW AND LGT WAS GIVEN A GAR.

Narrative: WE HAD BEEN CLRED TO LAND RWY 12 MIA. AT ABOUT 2 MI FINAL, MIA TWR CLRED A COMMUTER SMT Y EITHER INTO POS OR CLRED FOR TKOF RWY 12. AT 1 MI I NOTICED THAT COMMUTER HAD JUST ENTERED THE RWY AND THERE WOULD BE A CONFLICT AND SO ADVISED MIA TWR. TWR ADVISED ME TO GAR - WHICH WE WERE ALREADY IN THE PROCESS OF EXECUTING. UPON LNDG I LEARNED THAT TRAINING WAS IN PROGRESS AND THAT SOMEHOW THE CTLR WASN'T WATCHING AS CLOSELY AS HE SHOULD HAVE BEEN. CTLR BLAMED COMMUTER FOR EXCESSIVE DELAY IN TAKING OFF. MY PERSPECTIVE IS THAT THE TWR SHOULD NOT HAVE CLRED THE COMMUTER TO TKOF SINCE HE WAS NOT VERY CLOSE TO THE TKOF POS ANYWAY AND THE TIME WOULD BE TOO MUCH. SUPVR RESPONSIBLE FOR TRAINEE WASN'T ON TOP OF SITUATION.
