Narrative:

The following report had been filed with the FAA, GADO, jacksonville, fl, to mr ab, inspector: after an IFR letdown to bunnell-flagler county, fl, an uncontrolled airport, I was on final approach to runway 06 when I observed a man on a bicycle riding on a closed runway 17/35 (which is also a taxiway) that crosses runway 06 about 1500' from the end of runway 06. I was about the point of flaring for landing when I first observed movement on the closed taxiway and could see that a collision would occur about the time I would T/D. I added power and slowed the aircraft and held it in the air so as not to hit the man on the bicycle and landed beyond him. I reported the incident to mr WX, airport manager. He had given permission to my yz to ride the bicycle on the closed runway but not the active runway. Mr yz admits to having a pilot's license, but refuses to give me his qualifications or pilot number. I feel that both the airport manager and the bike rider have learned a lesson, but this incident would not have occurred if the airport manager was doing his job and managing the airport for aviation uses only.

Title: SMA PLT ON LNDG APCH HAD TO AVOID BICYCLE RIDER.

Narrative: THE FOLLOWING RPT HAD BEEN FILED WITH THE FAA, GADO, JACKSONVILLE, FL, TO MR AB, INSPECTOR: AFTER AN IFR LETDOWN TO BUNNELL-FLAGLER COUNTY, FL, AN UNCTLED ARPT, I WAS ON FINAL APCH TO RWY 06 WHEN I OBSERVED A MAN ON A BICYCLE RIDING ON A CLOSED RWY 17/35 (WHICH IS ALSO A TXWY) THAT CROSSES RWY 06 ABOUT 1500' FROM THE END OF RWY 06. I WAS ABOUT THE POINT OF FLARING FOR LNDG WHEN I FIRST OBSERVED MOVEMENT ON THE CLOSED TXWY AND COULD SEE THAT A COLLISION WOULD OCCUR ABOUT THE TIME I WOULD T/D. I ADDED PWR AND SLOWED THE ACFT AND HELD IT IN THE AIR SO AS NOT TO HIT THE MAN ON THE BICYCLE AND LANDED BEYOND HIM. I RPTED THE INCIDENT TO MR WX, ARPT MGR. HE HAD GIVEN PERMISSION TO MY YZ TO RIDE THE BICYCLE ON THE CLOSED RWY BUT NOT THE ACTIVE RWY. MR YZ ADMITS TO HAVING A PLT'S LICENSE, BUT REFUSES TO GIVE ME HIS QUALIFICATIONS OR PLT NUMBER. I FEEL THAT BOTH THE ARPT MGR AND THE BIKE RIDER HAVE LEARNED A LESSON, BUT THIS INCIDENT WOULD NOT HAVE OCCURRED IF THE ARPT MGR WAS DOING HIS JOB AND MANAGING THE ARPT FOR AVIATION USES ONLY.
