Narrative:

At cruise altitude 31000', #2 engine flamed out due to fuel mismanagement by the F/east who had left the #2 engine boost pumps off and failed to open the cross feed valves as required. I requested a lower altitude (27000') and initiated an engine relight. Engine relight was successful at 27000' and I requested a climb back to cruise altitude of 31000'. Remainder of flight to destination was uneventful. Analysis: the problem was a result of improper procedures by the second officer in fuel management. The problem was discovered by indications of an engine failure; i.e., loss of tgt, EPR, etc. Corrective action was initiated in accordance with company emergency procedures. Considerations: the second officer was distracted from his fuel management tasks by the entrance of a F/a onto the flight deck. Recommend that greater attention be given priority tasks such as fuel management.
