Narrative:

Cpr X approaching cvg from the southwest on V5, contacted approach control 40 DME NM southwest of cvg at FL200 heading 050 degree. Asked approach for lower altitude and was given a heading change to 090 degree descent and maintain FL190. Approximately 40 seconds later was instructed to turn left to 340 degree descent to 170 while in left turn going through 360 degree. Was then told to turn further left to a new heading of 300 degree and descend to 12000, 5 seconds later we were then instructed when reaching 12000 we were cleared direct to cvg. At this time instructed to maintain 210 KTS. On a heading of 300 degree descending through 13000 we were then cleared direct cvg. Our new heading was 035 degree, we were then instructed to descend and maintain 7000. Power was then reduced to 40 percent tq vsi 2000 FPM and 210 KTS. We were told to expedite to 7000 ft from 9000 ft. At that time power was reduced to 18 percent tq vsi 3500 FPM, 210 KTS, 5 seconds later told to expedite to 5000, heading 035 degree, 18 percent tq vsi 4000 FPM, 210 KTS. When descending through 6500 for 5000 approach instructed us for an immediate climb to 7000. Traffic cpr Y 12 O'clock 5 mi southwest at 6000. At this time we were still descending at 210 KTS. Vsi 4000 FPM, full power was applied and full back pressure while climbing through 6800, the co-captain had a visual on the small transport at 12 O'clock less than 3 mi. Approach control should have informed us about the traffic before clearing us to 5000, and given us a crossing restriction before the 5 mi separation.

WAS THEN TOLD TO TURN FURTHER L TO A NEW HDG OF 300 DEG AND DSND TO 12000, 5 SECONDS LATER WE WERE THEN INSTRUCTED WHEN REACHING 12000 WE WERE CLRED DIRECT TO CVG. AT THIS TIME INSTRUCTED TO MAINTAIN 210 KTS. ON A HDG OF 300 DEG DSNDING THROUGH 13000 WE WERE THEN CLRED DIRECT CVG. OUR NEW HDG WAS 035 DEG, WE WERE THEN INSTRUCTED TO DSND AND MAINTAIN 7000. PWR WAS THEN REDUCED TO 40 PERCENT TQ VSI 2000 FPM AND 210 KTS. WE WERE TOLD TO EXPEDITE TO 7000 FT FROM 9000 FT. WHEN DSNDING THROUGH 6500 FOR 5000 APCH INSTRUCTED US FOR AN IMMEDIATE CLB TO 7000. TFC CPR Y 12 O'CLOCK 5 MI SW AT 6000. AT THIS TIME WE WERE STILL DSNDING AT 210 KTS. VSI 4000 FPM, FULL PWR WAS APPLIED AND FULL BACK PRESSURE WHILE CLBING THROUGH 6800, THE CO-CAPT HAD A VISUAL ON THE SMT AT 12 O'CLOCK LESS THAN 3 MI. APCH CTL SHOULD HAVE INFORMED US ABOUT THE TFC BEFORE CLEARING US TO 5000, AND GIVEN US A XING RESTRICTION BEFORE THE 5 MI SEPARATION.
