Narrative:

On an IFR flight plan from yip to akr, aircraft handed off from ZOB to cak approach control. Approach advised winds at cak 050/08 landing runway 05. Advised akr landing runway 07 with no WX reporting and no traffic observed in area. Approach advised we could cancel IFR or cancel on ground. We opted to stay IFR and cancel on ground. First officer called akr on CTAF (120.1) for airport advisory--no response to cal. Called again with no response. Overflew airport from northeast. Winds calm and no observed traffic. Called on CTAF entering left downwind for runway 07, in pattern at 1500' AGL (jet pattern altitude). Turned left base for runway 07. Called position on CTAF (120.1). Turned final for runway 07. Called position on CTAF (120.1). During entire traffic pattern, no other communications heard on 120.1. On final approach I saw glint off runway. Asked first officer if he saw aircraft on runway. He said no. Continued on final approach and I verified that I had an aircraft on the runway, but could not yet tell if aircraft was on landing rollout or departing. Shortly thereafter, I observed an small aircraft Y rotate. We were gear down with landing lights on. Small aircraft Y banked ot left. We banked to left and made a go around. Small aircraft Y aircraft was not talking on CTAF 120.1. During reentry to pattern, 2 other light aircraft called in on CTAF, 120.1, stating their intention to land on runway 25. We continued in the pattern for a left downwind for 25, entered and landed. Small aircraft Y departed the area and was not observed. I checked with the airport manager and they had not given an airport advisory to an small aircraft during the time we were arriving--they also did not hear our radio call. Airport manager indicated that many times he and his secretary were engrossed in numerous other duties and did not always respond to requests for airport advisories. He also stated that many GA aircraft were using 122.95 for CTAF at this airport and that our incident was not at all unusual for akr. It appears that radio communication procedures need to be readdressed in this community. During our 9 hour wait for passenger we observed numerous aircraft departing on runway 07 and then in between departures aircraft landing on runway 25 with no communications.

CALLED ON CTAF ENTERING LEFT DOWNWIND FOR RWY 07, IN PATTERN AT 1500' AGL (JET PATTERN ALT). TURNED LEFT BASE FOR RWY 07. CALLED POS ON CTAF (120.1). TURNED FINAL FOR RWY 07. CALLED POS ON CTAF (120.1). DURING ENTIRE TFC PATTERN, NO OTHER COMS HEARD ON 120.1. ON FINAL APCH I SAW GLINT OFF RWY. ASKED F/O IF HE SAW ACFT ON RWY. HE SAID NO. CONTINUED ON FINAL APCH AND I VERIFIED THAT I HAD AN ACFT ON THE RWY, BUT COULD NOT YET TELL IF ACFT WAS ON LNDG ROLLOUT OR DEPARTING. SHORTLY THEREAFTER, I OBSERVED AN SMA Y ROTATE. WE WERE GEAR DOWN WITH LNDG LIGHTS ON. SMA Y BANKED OT LEFT. WE BANKED TO LEFT AND MADE A GAR. SMA Y ACFT WAS NOT TALKING ON CTAF 120.1. DURING REENTRY TO PATTERN, 2 OTHER LIGHT ACFT CALLED IN ON CTAF, 120.1, STATING THEIR INTENTION TO LAND ON RWY 25. WE CONTINUED IN THE PATTERN FOR A LEFT DOWNWIND FOR 25, ENTERED AND LANDED. SMA Y DEPARTED THE AREA AND WAS NOT OBSERVED. I CHKED WITH THE ARPT MGR AND THEY HAD NOT GIVEN AN ARPT ADVISORY TO AN SMA DURING THE TIME WE WERE ARRIVING--THEY ALSO DID NOT HEAR OUR RADIO CALL. ARPT MGR INDICATED THAT MANY TIMES HE AND HIS SECRETARY WERE ENGROSSED IN NUMEROUS OTHER DUTIES AND DID NOT ALWAYS RESPOND TO REQUESTS FOR ARPT ADVISORIES. HE ALSO STATED THAT MANY GA ACFT WERE USING 122.95 FOR CTAF AT THIS ARPT AND THAT OUR INCIDENT WAS NOT AT ALL UNUSUAL FOR AKR. IT APPEARS THAT RADIO COM PROCS NEED TO BE READDRESSED IN THIS COMMUNITY. DURING OUR 9 HR WAIT FOR PAX WE OBSERVED NUMEROUS ACFT DEPARTING ON RWY 07 AND THEN IN BTWN DEPS ACFT LNDG ON RWY 25 WITH NO COMS.
