Narrative:

Our aircraft lost communications for 7 mins due to error in cockpit. Prior to that occurrence we were cleared to land runway 29L and were descending to 3400' tpa from 4000' when we encountered another aircraft (small aircraft Y in close proximity). We maneuvered to avoid and landed west/O incident. Upon landing we learned of tus tower's attempt to contact us. They said we were held at 4000', but when we were cleared to land by the tower we descended to 3400' in order to follow normal pattern procedure. The close call in the pattern was avoidable, if the aircraft had not taken off till we were clear of their climb path.
