Narrative:

Small aircraft X complained of inadequate sep on a northbound departure off mkg. The other aircraft involved was small aircraft Y, executing an ILS runway 32 practice approach. Small aircraft X departed runway 6 on runway heading, initially bound for the north practice area. Small aircraft Y was instructed to execute his missed approach for the departing small aircraft X. Small aircraft Y was instructed to turn right heading 090 degrees. Small aircraft Y executed this turn southeast of the runway 6/24 centerline. Small aircraft X was instructed to turn left heading 360 degrees. While executing this turn, small aircraft X claims to have passed within 100' of small aircraft Y. At no time was a dangerous situation evident.
