Narrative:

Shortly after takeoff runway 14, iah tower called traffic at 12 O'clock, 10 mi, then again 12 O'clock, 5 mi. All 3 crew members and the acm were looking. Aircraft went unseen until it passed 100' below from the opp direction. It was in sight for 1/3 second. We had navigation lights, strobes, beacons, logo lights, wing illumination lights and landing lights illuminated. We saw none on the other aircraft. He was well inside TCA. Callback conversation with reporter revealed the following: reporter stated that the other aircraft was a high wing small aircraft. It was a TCA intruder and not in contact with ATC. Pilot did file a near midair collision report with FSDO. Iah was not able to track the aircraft to determine identification. Reporter expressed concern with TCA design. TCA's are too complicated. They should be made simpler.

Title: AN SMA ENTERED THE TCA ATA WITHOUT CLRNC AND CAME CLOSE TO ACR DEP OFF IAH.

Narrative: SHORTLY AFTER TKOF RWY 14, IAH TWR CALLED TFC AT 12 O'CLOCK, 10 MI, THEN AGAIN 12 O'CLOCK, 5 MI. ALL 3 CREW MEMBERS AND THE ACM WERE LOOKING. ACFT WENT UNSEEN UNTIL IT PASSED 100' BELOW FROM THE OPP DIRECTION. IT WAS IN SIGHT FOR 1/3 SEC. WE HAD NAV LIGHTS, STROBES, BEACONS, LOGO LIGHTS, WING ILLUMINATION LIGHTS AND LNDG LIGHTS ILLUMINATED. WE SAW NONE ON THE OTHER ACFT. HE WAS WELL INSIDE TCA. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATED THAT THE OTHER ACFT WAS A HIGH WING SMA. IT WAS A TCA INTRUDER AND NOT IN CONTACT WITH ATC. PLT DID FILE A NMAC REPORT WITH FSDO. IAH WAS NOT ABLE TO TRACK THE ACFT TO DETERMINE IDENTIFICATION. RPTR EXPRESSED CONCERN WITH TCA DESIGN. TCA'S ARE TOO COMPLICATED. THEY SHOULD BE MADE SIMPLER.
