Narrative:

I had just returned to mdw where I base my aircraft at FBO. I was cleared to land on 13L, and during my rollout on 13L was instructed to exit 13L and taxi southwest on 22R. Also told to, 'stay with me,' by tower. I had a passenger with me and I commented to him as we approached 13C, 'guess we are free to cross 13C,' as neither my passenger nor I heard any instructions to hold short of 13C. I did, however, look north to the approach end of 13C and observed beacon lights (but no landing lights) on an aircraft which appeared not to be on the runway of 13C. As I was taxiing, the tower controller screamed, 'aircraft identify, stop.' at this point, I was approximately 20' from the runway and if I had stopped, I would have been directly on the active runway. Only then did I see landing lights which appeared at the same time as the controller's orders, and the other aircraft was quite some distance (approximately 3000-4000') from my aircraft. Instead of stopping, I applied full throttle and cleared the active while the other aircraft was still quite some distance from me. After clearing the active 13C at a safe distance, I stopped my aircraft and asked for further instructions. I also stated to tower that neither I nor my passenger heard a 'hold short' order, to which his comment was that I should have questioned it. I have had many such taxiing instructions of, 'stay with me,' and procedure has always been to wait for continued instructions. However, regardless of instructions, I always look, and if I observe an impending problem, I take necessary actions to eliminate any possible dangers. This also was true concerning this incident. I was told to call the tower. I spoke to the supervisor, and we discussed the situation. He said he would study the tape to see if 'hold short' was given. The supervisor also related that the other aircraft was an air carrier and they had to abort the takeoff, which he said complicated the situation.

Title: GA SMT UNAUTH RWY CROSSING AFTER LNDG AT MDW.

Narrative: I HAD JUST RETURNED TO MDW WHERE I BASE MY ACFT AT FBO. I WAS CLRED TO LAND ON 13L, AND DURING MY ROLLOUT ON 13L WAS INSTRUCTED TO EXIT 13L AND TAXI SW ON 22R. ALSO TOLD TO, 'STAY WITH ME,' BY TWR. I HAD A PAX WITH ME AND I COMMENTED TO HIM AS WE APCHED 13C, 'GUESS WE ARE FREE TO CROSS 13C,' AS NEITHER MY PAX NOR I HEARD ANY INSTRUCTIONS TO HOLD SHORT OF 13C. I DID, HOWEVER, LOOK N TO THE APCH END OF 13C AND OBSERVED BEACON LIGHTS (BUT NO LNDG LIGHTS) ON AN ACFT WHICH APPEARED NOT TO BE ON THE RWY OF 13C. AS I WAS TAXIING, THE TWR CTLR SCREAMED, 'ACFT IDENT, STOP.' AT THIS POINT, I WAS APPROX 20' FROM THE RWY AND IF I HAD STOPPED, I WOULD HAVE BEEN DIRECTLY ON THE ACTIVE RWY. ONLY THEN DID I SEE LNDG LIGHTS WHICH APPEARED AT THE SAME TIME AS THE CTLR'S ORDERS, AND THE OTHER ACFT WAS QUITE SOME DISTANCE (APPROX 3000-4000') FROM MY ACFT. I HAVE HAD MANY SUCH TAXIING INSTRUCTIONS OF, 'STAY WITH ME,' AND PROC HAS ALWAYS BEEN TO WAIT FOR CONTINUED INSTRUCTIONS. HOWEVER, REGARDLESS OF INSTRUCTIONS, I ALWAYS LOOK, AND IF I OBSERVE AN IMPENDING PROB, I TAKE NECESSARY ACTIONS TO ELIMINATE ANY POSSIBLE DANGERS. THIS ALSO WAS TRUE CONCERNING THIS INCIDENT. I WAS TOLD TO CALL THE TWR. I SPOKE TO THE SUPVR, AND WE DISCUSSED THE SITUATION. HE SAID HE WOULD STUDY THE TAPE TO SEE IF 'HOLD SHORT' WAS GIVEN. THE SUPVR ALSO RELATED THAT THE OTHER ACFT WAS AN ACR AND THEY HAD TO ABORT THE TKOF, WHICH HE SAID COMPLICATED THE SITUATION.
