Narrative:
GA X called eyw tower. After giving X the airport information, I told him to report the VOR on left base. He said he was already past the VOR and needed to go over the field for right traffic runway 9. I looked toward the VOR and saw X at about 1000', only 3/4 north of the runway. After he landed, I asked him when nqx switched him. He said at the time he called. Nqx said they switched him 4 mi north of the VOR.
