Narrative:

I was working arrival local runway 31R, when foreign air carrier X landed on runway 31R and I instructed him to turn left and taxi straight ahead on the outer. I repeated those instructions twice, adding, 'west/O delay, traffic on 2 mi final,' which was air carrier Y. In my opinion, air carrier X had plenty of time to comply with the instructions. Instead he turned left and stopped with the rear of the heavy transport on the runway, forcing me to send widebody transport air carrier Y around on a missed approach. This is a recurring problem at jfk with foreign carriers not complying with the tower's initial taxi instructions. If I had been distracted and did not spot aircraft X stopped at the intersection, a serious accident may have occurred, especially at that time of the day when it was starting to get dark and visibility becoming less.

Title: FOREIGN ACR DID NOT TAXI CLEAR OF RWY AFTER LNDG, AND CAUSED NEXT ACR TO GO AROUND. PLT DEVIATION.

Narrative: I WAS WORKING ARR LCL RWY 31R, WHEN FOREIGN ACR X LANDED ON RWY 31R AND I INSTRUCTED HIM TO TURN LEFT AND TAXI STRAIGHT AHEAD ON THE OUTER. I REPEATED THOSE INSTRUCTIONS TWICE, ADDING, 'W/O DELAY, TFC ON 2 MI FINAL,' WHICH WAS ACR Y. IN MY OPINION, ACR X HAD PLENTY OF TIME TO COMPLY WITH THE INSTRUCTIONS. INSTEAD HE TURNED LEFT AND STOPPED WITH THE REAR OF THE HVT ON THE RWY, FORCING ME TO SEND WDB ACR Y AROUND ON A MISSED APCH. THIS IS A RECURRING PROB AT JFK WITH FOREIGN CARRIERS NOT COMPLYING WITH THE TWR'S INITIAL TAXI INSTRUCTIONS. IF I HAD BEEN DISTRACTED AND DID NOT SPOT ACFT X STOPPED AT THE INTXN, A SERIOUS ACCIDENT MAY HAVE OCCURRED, ESPECIALLY AT THAT TIME OF THE DAY WHEN IT WAS STARTING TO GET DARK AND VISIBILITY BECOMING LESS.
