Narrative:

While in descent from FL230 to FL210 the TCAS gave us an RA warning which we followed. We were in descent from FL230 to FL210. At approximately FL220 we were given a TA by TCAS for an aircraft level at FL200 at about 21700'. We got a TCAS 'climb,' with climb guidance on the ivsi. We climbed to FL220 where the advisory stopped. We then descended to FL210. During the climb the advisory went to 'reduce climb,' and then back to 'climb' advisory with the appropriate ivsi guidance. The traffic that caused the advisory was reported by ATC to be level at FL200. The TCAS altitude report tag also showed that the aircraft was level at FL200.

Title: TCAS GAVE RA TO CLIMB. FROM FL215 ACFT WAS CLIMBED TO FL220 TO ELIMINATE RA, THEN CONTINUED DESCENT TO FL210. TRAFFIC REPORTED AT FL200.

Narrative: WHILE IN DSNT FROM FL230 TO FL210 THE TCAS GAVE US AN RA WARNING WHICH WE FOLLOWED. WE WERE IN DSNT FROM FL230 TO FL210. AT APPROX FL220 WE WERE GIVEN A TA BY TCAS FOR AN ACFT LEVEL AT FL200 AT ABOUT 21700'. WE GOT A TCAS 'CLB,' WITH CLB GUIDANCE ON THE IVSI. WE CLBED TO FL220 WHERE THE ADVISORY STOPPED. WE THEN DSNDED TO FL210. DURING THE CLB THE ADVISORY WENT TO 'REDUCE CLB,' AND THEN BACK TO 'CLB' ADVISORY WITH THE APPROPRIATE IVSI GUIDANCE. THE TFC THAT CAUSED THE ADVISORY WAS RPTED BY ATC TO BE LEVEL AT FL200. THE TCAS ALT RPT TAG ALSO SHOWED THAT THE ACFT WAS LEVEL AT FL200.
