Narrative:

My first officer confirmed a blocked radio transmission was for our flight. The departure controller said it was and told us to stop our turn at 360 degrees short of assigned 070 degrees. I had to devote my attention to compass to see our heading at this time, which was 360 degrees. As I rolled wings level my first officer pointed at 11 O'clock and called traffic. I observed a low wing single engine aircraft making a left to right bank to avoid our aircraft. Traffic was approximately 100' vertical and 300-400' latitude distance opp direction. The total time of event from sighting to passing was 2-3 seconds. I was not able to respond to any evasive action on my part. Upon telling departure control of this, he said that we were at 3000' MSL and the other aircraft was at 4000' MSL. My best estimate of our altitude was 3400-3600' at the time. My first officer said he had heard an transmission to someone of our position and after aircraft responded to having us in sight was told to maintain visibility sep. We were not advised of his position, however, and feel that would have alerted us to possible conflict. Major factors I feel was captain having to go inside to check present heading, first officer requirement to set new heading bug, not being advised of traffic, traffic being in blind spot of overhead panel during turn.

Title: ON CLIMBOUT AND VECTOR HAD NMAC WITH SMA TRANSITING THE AREA.

Narrative: MY F/O CONFIRMED A BLOCKED RADIO XMISSION WAS FOR OUR FLT. THE DEP CTLR SAID IT WAS AND TOLD US TO STOP OUR TURN AT 360 DEGS SHORT OF ASSIGNED 070 DEGS. WE WERE NOT ADVISED OF HIS POS, HOWEVER, AND FEEL THAT WOULD HAVE ALERTED US TO POSSIBLE CONFLICT. MAJOR FACTORS I FEEL WAS CAPT HAVING TO GO INSIDE TO CHK PRESENT HDG, F/O REQUIREMENT TO SET NEW HDG BUG, NOT BEING ADVISED OF TFC, TFC BEING IN BLIND SPOT OF OVERHEAD PANEL DURING TURN.
