Narrative:

I [was the] pilot flying. We were climbing to our assigned cruise altitude of 20;000 ft. And talking to atlanta center. The weather was VMC; smooth; clear night. Atlanta center then notified us that jacksonville center notified them that runway 18/36 at myr was closed. My first officer and I reviewed the NOTAMS before the flight at the gate and did not see any NOTAMS pertaining to runway closures in myr. We told atlanta center that we did not see a NOTAM for a runway closure at myr. He then told us to standby and he would ask jacksonville center again. Atlanta center came back to us and did verify that jacksonville center said that runway 18/36 at myr was closed. We challenged atlanta center again as we told him we are looking at our NOTAMS for myr and there is no NOTAM about a runway closure in myr. As all of this exchange was happening with ATC I was also talking to dispatch via ACARS. The dispatcher called myr operations and verified that the runway was open and we were good to land on runway 18/36. We told atlanta center what our dispatcher told us and he told us to standby while he contacted his supervisor. The atlanta center controller was also confused because he said he didn't see the NOTAM about the runway closure either. He put us in a present position hold on the departure from ZZZ until he could figure out if the runway was open or closed. At this point we could pick up their ATIS at myr and the ATIS said the runway was closed except to scheduled air carrier operations. We relayed this to atlanta center as well. Atlanta center then handed us off to jacksonville center. Jacksonville center gave us direct to myr but he was still trying to figure out if the runway was open or closed. He said he also had his supervisor involved. We told the controller we wanted the ILS to runway 18 and we had the current weather at myr. The jacksonville center controller then gave us direct uxdep on the ILS 18 and a descent to 3;000 ft. As we were about 15 miles from uxdep; the controller still couldn't verify the status of the runway at myr. I told him we could hold at uxdep for a few minutes if he needed more time to verify the status of the runway. The controller asked us to call on CTAF to see if we could talk to the construction crew on the airport to see if they were clear or if the runway was open. The controller specifically stated that we needed to ask if the runway was open. We were able to contact the construction crew and verify the runway was open and they were clear of the runway and safety area. We relayed this information back to the jacksonville center controller. About 3 miles from uxdep; jacksonville center cleared us for the visual 18 approach into myr. The controller advised us that if we saw anything abnormal on the runway or any vehicles on the runway to execute the published missed approach procedure. The controller still seemed very uneasy and very confused about this situation with the runway. We landed on runway 18 in myr; canceled IFR with jacksonville center; and taxied to the gate with no further incidents.jacksonville center said that in their morning brief they were told that myr runway 18/36 would be closed. They didn't know the 'exception of the scheduled air carriers.' also; it was never a NOTAM that the runway would be closed at all for anyone. There was a breakdown of communication verbally and written in their ATC brief and in the notams of myr. Upon arriving at the gate and shutting down the airplane; I contacted dispatch via phone to catch him up on the events that occurred. I just wanted him to have all the information that happened in case he needed to submit a report as well. I verified with him that there were no notams for myr runway 18/36 closure. He verified that there was not a NOTAM issued about the runway closure. The NOTAM wasn't on our release but on the ATIS at myr there was a NOTAM on the actual ATIS that said runway 18/36 was closed 'except to scheduled air carriers' but nowhere was it written. My first officer and I; the dispatcher; atlanta center; and eventually; jacksonville center could not find the NOTAM. The jacksonville center controller said this was a gray area for myr because the closure is usually a NOTAM but he didn't see it for tonight but he knew there were closures there.
