Narrative:

While the aircraft was enroute at FL330; we had few atl radio calls from others that the rides are rough at or above FL310. The pireps we received from other company flights said they had encountered severe turbulence and that they were making FL280 as their final. Also there were pireps from adds that other aircraft flying were encountering moderate to severe turbulence at or above FL310 from ZNY to ZOB; ZOB to ZID and ZID to ZNY. My flight was flying right through this area. I tried contacting him via company radio; no reply! I called our secondary two-way communication 'commercial vendor.' they said they will call me back when they have reached them. The commercial vendor never returned my call. By this time he was within 60-70 miles of jfk and at a lower altitude. I initiated the contact when he was over the southern part of lake erie; 40-50 miles west of erie; PA. I feel this is a violation of 121.99. In no-way was it rapid and reliable.

Title: Dispatcher described lack of communications event when they were unable to relay moderate to severe turbulence information through two different communication tools.

The PIREPs we received from other company flights said they had encountered severe turbulence and that they were making FL280 as their final. Also there were PIREPs from ADDS that other aircraft flying were encountering moderate to severe turbulence at or above FL310 from ZNY to ZOB; ZOB to ZID and ZID to ZNY.
