Narrative:

Refused aircraft due to reoccurring problem with the flaps locking at 2 degrees with no defects found. The inbound flight had the flaps lock at 2 degrees. The maintenance corrective action was; no faults noted; operations check ok. Upon a review of the logbook; I noted that this was a reoccurring problem that had been written up on at least two prior occasions. Once I made this discovery I contacted maintenance and asked them if they were aware of the history. Maintenance was aware. I refused the aircraft.
