Narrative:
I allowed a student who is not INS rated to file an IFR flight plan, since we were in a bit of a rush and I couldn't remember specifically in the far's where it prohibits a non-INS rated pilot to file (since it was VMC all the way and all the way back) an IFR flight plan. Looking back now I made the mistake of letting myself become rushed. Also, I with the far's were maybe more explicit in this area. Since that's not the way we operate at the place I instructed, I was in the wrong in more ways than just maybe 1.

Narrative: I ALLOWED A STUDENT WHO IS NOT INS RATED TO FILE AN IFR FLT PLAN, SINCE WE WERE IN A BIT OF A RUSH AND I COULDN'T REMEMBER SPECIFICALLY IN THE FAR'S WHERE IT PROHIBITS A NON-INS RATED PLT TO FILE (SINCE IT WAS VMC ALL THE WAY AND ALL THE WAY BACK) AN IFR FLT PLAN. LOOKING BACK NOW I MADE THE MISTAKE OF LETTING MYSELF BECOME RUSHED. ALSO, I WITH THE FAR'S WERE MAYBE MORE EXPLICIT IN THIS AREA. SINCE THAT'S NOT THE WAY WE OPERATE AT THE PLACE I INSTRUCTED, I WAS IN THE WRONG IN MORE WAYS THAN JUST MAYBE 1.
