Narrative:

While executing a VOR approach to airport center cleared us for approach. Told us to contact kodiak tower. We complied. Tower told us to report FAF inbound. We continued approach. He asked (controller) for our position about 2 mins later. I reported 2 mi from FAF. Our speed on the approach was 140 KTS due to moderate icing conditions and turbulence. Just as we were about to reach the FAF, the person working on clearing the runways of ice and snow started transmitting on the tower frequency with a lengthy report on the multiple runway conditions. I thought I may have been monitoring a wrong frequency. I transmitted aircraft identify FAF inbound on frequency. No reply from tower and snow removal operation kept transmitting. We had about 1 min till missed approach point. Conditions kept us monitoring approach and looking for airport. Just above minimums we sighted airport and proceeded visually to airport. Upon landing we realized we had landed west/O clearance to do so. I suggest that all xmissions on tower frequency be between aircraft and tower only. The maintenance report to the tower should be on separated frequencys to free up and prevent confusion. This confusion on the frequency caused the crew to fail follow up and receive the proper clearance. Better crew vigilance will also be practice in the future. No conflict with any other aircraft was involved, as no other aircraft were in the control zone.

I THOUGHT I MAY HAVE BEEN MONITORING A WRONG FREQ. I XMITTED ACFT IDENT FAF INBND ON FREQ. NO REPLY FROM TWR AND SNOW REMOVAL OPERATION KEPT XMITTING. WE HAD ABOUT 1 MIN TILL MISSED APCH POINT.
