Narrative:

IFR, north flow. 1 IFR inbound at local control bay. LOA between rvs and tul states: 'the tower (rvs) shall take immediate action to clear the RVR control zone of fixed wing traffic, when an IFR arrival is received from the TRACON (tul).' the inbound IFR was small aircraft Y. Small aircraft X called RVR requesting SVFR clearance. Small aircraft X cleared by local controller to enter control zone per 7110.65, chapter 7, section 5. Entered control zone west/O authority/authorized from tul. Never, however, was there more than 1 aircraft in the control zone at any 1 time. Local thought he/she could ensure airspace sep but failed to coordinate with tul for approval. Sep was accomplished, but in violation of the LOA between rvs and tul. Rule of thumb: once an IFR inbound is received (from tul), suspect or hold all SVFR requests (unless an emergency exists) until the IFR(south) is (are) on the ground.

SMA X CALLED RVR REQUESTING SVFR CLRNC. SMA X CLRED BY LCL CTLR TO ENTER CTL ZONE PER 7110.65, CHAPTER 7, SECTION 5. ENTERED CTL ZONE W/O AUTH FROM TUL. NEVER, HOWEVER, WAS THERE MORE THAN 1 ACFT IN THE CTL ZONE AT ANY 1 TIME. LCL THOUGHT HE/SHE COULD ENSURE AIRSPACE SEP BUT FAILED TO COORDINATE WITH TUL FOR APPROVAL. SEP WAS ACCOMPLISHED, BUT IN VIOLATION OF THE LOA BTWN RVS AND TUL. RULE OF THUMB: ONCE AN IFR INBND IS RECEIVED (FROM TUL), SUSPECT OR HOLD ALL SVFR REQUESTS (UNLESS AN EMER EXISTS) UNTIL THE IFR(S) IS (ARE) ON THE GND.
