Narrative:

Non INS rated pilot VFR on top of cloud deck. Filed IFR with columbus approach, and with current approach plates on board, completed localizer approach. Problem arose due to deteriorating WX. Upon contact with flight watch, determined VFR conditions out of fuel range. Safety being the priority with current approach plates available, I felt it prudent to file IFR and under controled conditions, safely land. I am currently completing training for the rating, and had current procedural experience in successful completion of this type of approach.

I AM CURRENTLY COMPLETING TRNING FOR THE RATING, AND HAD CURRENT PROCEDURAL EXPERIENCE IN SUCCESSFUL COMPLETION OF THIS TYPE OF APCH.
