Narrative:

Outbnd taxi was stopped to remedy a minor departure problem (connecting bags for late passengers). A pushback crew man came out to aircraft to inquire, an communicated to flight crew via headset while captain was coordination with ramp control and lindbergh ground. Copilot was talking with cabin crew concerning the baggage problem. Captain was informed that a continued delay would result in an ATC departure delay due to flow control. Captain elected to taxi and ignore the problem. Captain cleared left/right side of aircraft and did not see lineman (was close aboard on copilot's side). Taxi was initiated. Copilot called attention to lineman. Taxi was stopped and brake was set. Lineman quickly disconnected headset and cleared area when he heard power and noticed movement. Once stopped, interphone panel was secured, and taxi resumed. The lineman was never solicted by aircrew, and did not remain in view of captain once connected to aircraft. Captain did not need lineman, but failed to ensure his absence prior to taxi. Taxi was continued with no injury to people or damage to equipment.
