Narrative:

Ogd has an ongoing communications problem. The facility is forced to combine local control and ground control into 1 position of operation. The bleed-over of local control on the other operating position blocks our ground frequency when both are transmitting. In addition, there is an ongoing complaint by pilots of background noise in the ogd tower transmitters on all frequencys and operating positions. During peak traffic we have many reports of missed xmissions. I feel that this could lead to a very dangerous situation. The equipment is old and the problem cannot be fixed. The maintenance people have repeatedly tried to repair the problems. Callback conversation with reporter revealed the following: reporter stated the frequency bleed-over problem is between 118.7 and 121.7. The problem is occurring most of the time. An ucr has been filed. Telephone company was at the facility and they replaced some of their equipment. FAA maintenance is now working on late night shift in order to eliminate the bleed-over problem. It was suggested that the facility purchase microphone suppressors to reduce the background noise.

Title: FREQ BLEED-OVER.

Narrative: OGD HAS AN ONGOING COMS PROB. THE FAC IS FORCED TO COMBINE LCL CTL AND GND CTL INTO 1 POS OF OPERATION. THE BLEED-OVER OF LCL CTL ON THE OTHER OPERATING POS BLOCKS OUR GND FREQ WHEN BOTH ARE XMITTING. IN ADDITION, THERE IS AN ONGOING COMPLAINT BY PLTS OF BACKGROUND NOISE IN THE OGD TWR XMITTERS ON ALL FREQS AND OPERATING POSITIONS. DURING PEAK TFC WE HAVE MANY RPTS OF MISSED XMISSIONS. I FEEL THAT THIS COULD LEAD TO A VERY DANGEROUS SITUATION. THE EQUIP IS OLD AND THE PROB CANNOT BE FIXED. THE MAINT PEOPLE HAVE REPEATEDLY TRIED TO REPAIR THE PROBS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATED THE FREQ BLEED-OVER PROB IS BTWN 118.7 AND 121.7. THE PROB IS OCCURRING MOST OF THE TIME. AN UCR HAS BEEN FILED. TELCO WAS AT THE FAC AND THEY REPLACED SOME OF THEIR EQUIP. FAA MAINT IS NOW WORKING ON LATE NIGHT SHIFT IN ORDER TO ELIMINATE THE BLEED-OVER PROB. IT WAS SUGGESTED THAT THE FAC PURCHASE MIC SUPPRESSORS TO REDUCE THE BACKGROUND NOISE.
